The Crime Prevention Practitioners
Association of the Philippines (CPPAP) is a non-stock and non-profit organization that advocates and promotes
crime prevention and treatment of offenders. It helps improve the criminal
justice system in the Philippines and promotes peace and prosperity. It also
develops effective methods in crime prevention and criminal justice
administration in the Philippines for the purpose of achieving peace, security,
cooperation and stability throughout the world.
CPPAP is committed to enhance solidarity
and mutual cooperation among those involved in crime prevention and criminal
justice administration, particularly with the Asia Crime Prevention Foundation
(ACPF), UNAFEI and other international
organizations.
In 2018, the CPPAP held
seven (7) meetings to address the problems and needs of the Phil-Japan Halfway
House (PJHH), more specifically, the repairs of some parts of the building and
other materials needed for its operation.
Other concerns
such as preparations for the visits of ACPF and UNAFEI and improve
collaboration with Makati Lions Club were the main agenda of the meetings
during the year. In addition, discussion
related to the planning workshop and Bureau of Corrections (BuCor) commitment
to the Memorandum of Agreement (MOA) were also calendared for discussions.
On March 3, 2018, UNAFEI Director Keisuke
Senta, Professor Fumiko Akashi, Staff Kuniaki Ono and Mr. Hajime Watanabe
(JICA) visited Manila. Included in their
schedule was the visit at the PJHH.
During the visit, a plaque of recognition was awarded to UNAFEI in
recognition of its generous support and unstinting contribution to the
Association. The award is a gesture to
recognize the exemplary accomplishments of the training institution which
ultimately redound to provision of humanitarian services of its alumni.
The UNAFEI visitors and CPPAP members
also toured Villa Escudero in Quezon Province on March 4, 2018. They experienced a bit of Philippine culture
through music and dances.
On March 16, 2018, CPPAP Treasurer and
UNAFEI Alumni. Ms. Donna Lynn Caparas visited the new ACPF Headquarters, UNAFEI
and the Ministry of Justice (MOJ) in Mokusei-no-mori, Akishima-shi, Tokyo. She
met with the former UNAFEI professors in charge with 112th
UNAFEI Course who is now the Assistant Vice Minister of Justice, Mr. Shoji
Imafuku and another professor, Ms. Akiko Tashiro now the Assistant Director of
the Rehabilitation Bureau in MOJ.
CPPAP visits ACPF Nagoya with Makati Golden Lions Club

On April 14,
2018, Vice President for Prosecution, ACSP Severino H. Gaña visited ACPF Nagoya together with the officers and members of the
Makati Golden Lions Club (MGLC) and ACPF Programme Management Bureau Director,
Mr. Hiroyuki Yoshida.
During the visit, Mr. Gana expressed his
gratitude in behalf of the Association to Nagoya West Lions Club (NWLC) and
ACPF Nagoya for the continued support to the activities of the PJHH. The future
programs and activities were also discussed to include the inspection visit to
PJHH in March 2019. (An excerpts from

ACPF
and CPPAP meet in Manila in Preparation for 2019 ACPF Observation Visit to
Criminal Justice System (CJS) Agencies and Crime Prevention Seminar for
Japanese Businessmen
A
meeting held on May 20, 2018 between ACPF and CPPAP focused on how to enhance
the management of PJHH and preparation for the Seminar for Japanese Companies
in the Philippines in July 2019. The ACPF officers present during the meeting
were Secretary General, Mr. Terutoshi Yamashita and Programme Management Bureau
Director, Mr. Hiroyuki Yoshida.
The plan of the first seminar for
Japanese companies in Manila is a new project of ACPF which is patterned after
a Seminar for businessmen which is
yearly held in Thailand by the Thailand Crime Prevention Foundation (TCPF).
The initial
objective of the activity was to formulate the Association’s plan for the
next 5 years. The plan, which shall
outline the specifics including strategic policy, directions, threats and
interventions of CPPAP on crime prevention, will be pursue within the framework and strategic direction and key
priorities of the Association.

There were three (3) main priorities
of the Association, (1) Enhancement of CPPAP management and operational
concerns to include the need to review the Articles of Incorporation and By
Laws to determine its responsiveness to the objectives and directions of the
organization and recruitment of new members;
(2) Maintenance of the PJHH that will emphasize the significance of the
rehabilitation programs as one of the major projects of CPPAP; and (3) Continuity of CPPAP through enhanced
partnership with other government agencies such as the Department of Justice
(DOJ), Philippine National Police (PNP) and the Department of Social Welfare
and Development (DSWD).

Usec Ronald “Bato” Dela Rosa

With the appointment of Usec. Ronald “Bato”
Dela Rosa as the new Director General of BuCor, officers and members of the Association
paid a courtesy visit/dialogue on June 27, 2018 to signify their support to his
leadership and to introduce the PJHH.
One of the issues
discussed was the possible assistance of CPPAP officers to old and sick
prisoners by monitoring the speedy investigation of their case at the Parole
and Probation Administration (PPA) and Board of Pardons and Parole (BPP)
In relation to
the signing of MOA in the management of the PJHH, Usec. Dela Rosa signified his
support and willingness to sign in the agreement, provided that their inputs
will be considered after consultation with the legal department.
The CPPAP continuously carry out its
mission to serve the clients of the PJHH by providing them with programs that
will aid them in their reintegration to the community.
For the period under review, the
Therapeutic Community Program was conducted once a week and were attended by
selected inmates of the Minimum Security Compound inmates and seven (7) live-in
clients. Skills and Livelihood Trainings
such as haircutting, massage therapy
and food processing (ham and siomai making) were conducted regularly. On February 21, 2018, through the initiative
of Agriculture Office of Muntinlupa City Urban Planting was conducted were
inmates planted tomatoes and other herbal plants.
In support to the National
Correctional Consciousness Week,
information drive were conducted on October 30, 2018 with lectures on
Presidential Decree 968 – Probation Law, as amended by RA 10592 (salient
features) and the Rehabilitation Program of the PPA.
Annual Gift Giving Program held on
December 14, 2018 was attended by Comr. Celia Leones, Atty. Estrella Avena and
officers and members of Rotary Club, Dasmariñas, Cavite. CPPAP gave 40 pieces of slippers and bath
towels while Rotary Club gave 35 bags of groceries for the clients.
